I believe the law applies to medical personnel only. If it came from the Palm Beach prosecutor's office, probably not.

Anyone trained in the treatment or care of injured or ill persons. The information came from the sheriffs office and most law enforcement officials are trained emergency care providers and are subject to HIPAA rules. Even people who take basic first aid and CPR are obligated under the rules if they learn private information of a person that they were treating that wasn't already public.
