The note that refers to "Nitro" would indicate it is a hoax. Why would anyone try to carry nitro on a ship out in the ocean. It is a bit sensitive.

The other explanation could be that those south of Mexico (I mean LA) really don't know how to handle nitro and would carry it on a ship!
Of course I can see their Darwin Award being printed up now.
