I think it would send a very strong signal to the remaining Sunnis if we cut his head off and put it on a stake.
However, the article is misleading when it says that the Sunnis are leading the insurgency. Most of them, and I know I'll be soon corrected if I am wrong, are foreign Arabs, not Iraqi Sunnis.

Well, actually, most of them are either Arab or Persian, but about 80% are militants coming in from Iran...no consistent group, but thousands of militants belonging to different organizations sneaking in across the border.

Well, Iranians are Persians but all the different terrorist organizations and militias are made up of all sorts of types: you'll see Arabs, Persians, maybe even Turks and Czechs. It's like a racial melting pot of terrorism.
