One of the most promising developments early on in the Schwarzenegger administration was the new governor's willingness to tackle the issue of prison reform especially in the wake of Gov. Gray Davis' administration, which acted like a wholly owned subsidiary of the ham-fisted state prison guards union.
The prison guards, which pumped enormous contributions into Gov. Davis' campaign, received oversized pay hikes and were given undue power over the correctional system, where a code of silence among guards made it impossible to root out abuse and corruption. Under Gov. Schwarzenegger, the state proposed wide-ranging and sensible reforms.
But as with most good proposals from this governor, they have been quickly thrown out the window at the first sign of resistance. The governor has backed away from most of his sensible proposals, from pension reform to blowing up the boxes of state government.
Following the defeat of a series of reform initiatives in November, the governor has swung sharply to the left and, according to critics, is running an administration that is becoming indistinguishable from his predecessor's. So why should the issue of prison reform be any different?
Last week, a federal court-appointed watchdog slammed the administration for backing away from reforms and called on wider federal control of the California prison system. The special master, John Hagar, pinned the blame on the governor's new Democratic chief of staff, Susan Kennedy, who was a cabinet officer for Gray Davis. Mr. Hagar accuses the administration of jeopardizing the court's reform plan and quietly purging independent reform-minded leaders from the prison agency. Arnold has done a number of things that have left me perplexed.One thing I never understood was Arnolds rationale for for(re)hiring an outspoken democrat like Susan Kennedy who had also worked for Gray Davis.What was the point?I don't follow Cal politics,but that must have alienated a lot of republicans.

Seems to me by reading the article that the two biggie problems are now former problems. And what's wrong with the feds doing their thing? Even we had to consent to a number of thingies to fix the AZ Dept of Juvenile Corrections and it turned out to be a good thing.

He blew the opportunity of a lifetime to change things in this state. He is a complete failure on so many levels.
Your theory is stupidity. How long do you plan on living in CA after the Dems take charge and when you can't pay the taxes on your mortgage?
