Nope. The term is "martial law". You are thinking of the Marshall Plan; a plan for the rebuilding of post-WWII Europe put forth by then-retired Gen. George C. Marshall (and a largely quite successful plan it turned out to be).
"Martial law" is the imposition of law enforced, during times of great peril or general distress, by military forces.
Thank you for being so gracious. You are right, of course. Aside from my confusion, my original idea of Martial Law being put into effect in Iraq by our forces over there stands. Forgive my faux pas, please.
