She won't be able to earn money as a doctor.
With her education she might be able to eventually get a decent job but then again that depends on whether or not she is a citizen.
Read my post at 139 to see why she would be able to practice medicine for at least four years or more.

If her med school is on the WHO list, why would it take 4-7 years for her to get her license? It makes sense that the other steps you described would take some significant time, but 4 years or more? She might as well start med school from the beginnng.
