As I recall the situation, GHWB had a reasonably successful, though limited, humanitarian effort in place. The tipping point that caused the trouble in the first place was clinton's on-the-fly (pardon the pun) changing of the mission objective from providing humanitarian assistance to apprehending Adid.

Yep. And continuing in the same vein would have borne some fruit. Its amazing, that first-Clinton went after a criminal, and second (less amazing) that the sight of blood sent Clinton screaming in terror. Thus opening the door to 9-11..
