Worst President of the 20th Century

Why limit the "worst" appellation to the 20th century? Surely Carter's pathetic performance rises to the top or near top of all time. Yes?

Oh, he's definitely near the top of the list. There were at least one or two other real losers in the 1800s, though, that might give him a run for the title of Worst President.
