If you were a bad guy and had in your possession a shoulder launched missile why in the hell would you use it against an aircraft that is above 12000 feet and climbing fast. Your chance of a kill is minimal to nil. The place to use it would be on the departure end of runway or the approach end of the runway. Your chances of a hit would be the best as the aircraft is low and slow. Think about the logic of this.

Instead, it is a lot more fun to develop an incredibly complex conspiracy involving multiple government and civilian agencies, the entire media, prestigious universities and the historical record. Logic is not very profitable. You can make millions selling a conspiracy.

The Congressional Research Service study says that MANPADS can reach 15,000 feet. It also said that the most vulnerable aircraft are those that take off over water and should have maritime craft patrolling the water.
