No, but it should be a PART of the curriculum, at a reasonable age (12 or 13 and up). In a world where 'abstinence only' would be taught, Why, pray tell, would children need to have parenting classes? In that scenario, once they are old enough to marry, then and only then would they have sex (For procreation only, of course) and by then would have the skills necessary passed down from their parents and church, no 'parenting classes' would ever be necessary.
