I think it's more that we looked the other way when it happened. Iraq certainly had chemical weapons during the Iran-Iraq war. We knew that but didn't act because Iran was viewed as the bigger threat.

As for these WMD reports I am very cynical. I think if something substantial was found everyone in America would know about it from the ensuing media blitz.
