He did not turn them over because the DELIVERY SYSTEMS are unique.
You can't disperse chemical/bio with just any old artillery round. If you're going to have a quick reaction, just-in-time chemical capability, you need to have the delivery systems available for placing the newly manufactured chemical into.
(They're not saying yet on TV that the chemical in these shells is degraded.)
Chemicals degrade slowly over time. They may be very potent still.
I guess you didn't watch Hannity and the Corpse...that's all Alan talked about is that this don't mean a thing since the chemicals are old and degraded
These shells appear to be just like the one used in an IED a few years ago, that shell was a binary sarin shell. If these are binary shells, (and they very likely are), the chemicals are stored separately until use therefore, (in the case of sarin), the final product is as deadly as it can ever be.
We need to find out if these are binary shells, and if they are the public needs to know it as it utterly destroys the argument the sarin is old and ineffective. Do the math on 2-5 liters of sarin components times 500+ shells! Anyone who doesn't think this is significant is a doorknob!
