BAKU (Reuters) - Iran's foreign minister reiterated on Tuesday that Tehran was ready for negotiations over its nuclear programme but would not accept "preconditions", an apparent reference to a demand it halt uranium enrichment first.
The United States, Russia, China, Britain, France and Germany have offered Iran a package of incentives, including access to advance civilian nuclear technology, but says Iran must first suspend enrichment before any discussions can start.
Iranian Foreign Minister Manouchehr Mottaki, speaking in the capital of Azerbaijan, Baku, said Iran was considering the proposal but would not say when it would respond.
"As soon as possible, an answer will be prepared and consideration finalised, and we will let other parties know the answer," he said.
"I would like to add that some kind of negotiations can start even before a final answer. I mean that there can be some questions, some thoughts which need to be qualified and that's why we can start negotiations, of course without any preconditions, which can help all the parties," he said.
Iranian chief nuclear negotiator Ali Larijani has said the proposals by the six powers have "ambiguities" and said the issue of enrichment needed to be clarified.
Iranian officials have hinted Iran might be ready to negotiate over plans for industrial-scale enrichment but have given no indication Iran is ready to stop enrichment completely.
Although no formal deadline has been set, Western diplomats say they want a response by mid-July when leaders of the Group of Eight countries meet in Russia.
The West believes Iran wants to make highly enriched uranium for atomic bombs, but Tehran insists its only wants to make the low-level enriched fuel used in nuclear power station.
Negotiating with Iran is like talking to a used car salesman. Every time you walk away from the negotiation table you feel like taking a bath.
Why don't we delay some more, and give them more time to nuke us?
