Here's my thing about that: If we know they're fleeing, why not attack them with helicopters and UAVs? I mean, we're going to let them slip away?

That does sound stupid, doesn't it? Then they can come back in a few days or weeks and cause some more trouble.

Probably. This way we don't risk causing some 'international incident'. It wouldn't look good and some people might not like us.
