If you look at the ONDCP budget of $12 billion, you see that some of that money goes to the DEA, some to the DOJ, some to HHS, etc., depending on the program.

Yes, the other agencies recieve media production funds from ONDCP...But that does not change the fact that ONDCP does not include enforcement, incarceration and many other drug war costs in its budget.
To claim that the drug war is only costing $12 billion per year is just plain nonsense!
