Seems like a simplie investor visa.
If you have money to invest, you can enter the USA with the condition that you are brining X number of dollars OR generate that much commercial business value. (about 300,000 these days)

A bill this bad ... and Rep Cannon is for most of its worst provisions: http://www.foxnews.com/story/0,2933,115803,00.html "Cannons bill, the Agricultural Jobs, Opportunity, Benefits, and Security Act of 2003 (AgJOBS, H.R. 3142 (search), would make all foreign nationals who were illegally in the United States between February 2002 and January 2003 (which Cannon estimates is 11 million people), and who had also worked for 100 days in agriculture, immune from prosecution for the crime of entering the U.S. without a current visa, and then give them work permits. " It's my contention that Cannon's record on illegal immigration was poor prior to the last Republican primary challenge by Throckmorton in 2004. Since that primary challenge, it is my contention that Cannon's voting record on illegal immigration has changed and that he seems to be supporting enforcement first and HR4437 without amnesty.
It's based on this that I support Cannon.
