What is the meaning of those fuel tanks?

I'm sorry I'm so far behind on this story that a lot of you are repeating yourselves when I ask these questions.

In theory- the flags are supposed to be flown, and citizens to listen to their radios at 11 PM eastern ..bout 30 mins from now...

What is the meaning of those fuel tanks?

The fuels highly corrosive and can't be stored in the missiles fuel tanks for any length of time.

In other words once the missile is fueled up there's no turning back or to put it another way.

You use it or you loose it.
