Bush has always made it clear that he is in favor of open borders. As said above, he is not going to do anything effective to slow immigration. Correct. President Bush has never made a secret of his open borders policies. Even during his 2000 campaign, he made it clear that he welcomed our Spanish-speaking neighbors and celebrated the fact that Spanish was spoken in many cities in the USA. When people are suprised that President Bush believes this, I'm surprised that they weren't aware. President Bush is the duly-elected President of The United States, and he did not run on a "close the borders" platform at all.
