The War on Terror began with the shooting of Bobby Kennedy. We just didn't know it at the time.
Finally, after 9/11, we realized that this was a war. At least, some of us realized that.

Or, you might say the War on Terror with this country goes back to the 1780's -- in other words, it started the moment this country became a country. Or, you could say it goes back even farther than that.

Or I guess you could say that after 9/11 there was the political will to call it a war. If you read the 9/11 Commission Report, you'll see for yourself just how big a shift we underwent after 9/11 from a legal perspective. The discussions of how to handle terrorists before 9/11, using legal maneuvers, is so dramatically different in going after them post-9/11, using intelligence information and military might. Guess which one is the most successful. :)
