So if manages to keep his seat, is this a victory for open borders? No, because he isn't running on open borders. He's running on the House Plan.
They seem to forget to ask why Cannon, an entrenched incumbent was forced into a runoff to begin with. I mean how many incumbents are forced into runoffs by unknowns?
