If you are talking about H-2B seasonal worker program, it is a joke. It is tremendously difficult, time consuming and costly, having to go through local SWAs, Dept. of Labor, USCIS and then the consulates abroad, who often at the end of the process reject visa applicants who have job offers from willing employers who have already gone through all the hoops merely because the applicants can't show they own property in their home country.
