The problem is easy enough to solve if those currently in power within the executive branch, who already have plenty of laws at their disposal decide they want to. It's up to them to demand more funds if needed. The House bill added to that ability but it isn't absolutely necessary.
Granting amnesty to illegals on the other hand does nothing to help fix the crisis and you've yet to tell us how it does.
