Some of the shysters will be caught but many more won't be thus millions of dollars wasted. So something needs to be done to help those that do qualify in some sort of timely manner, imo. Most business you have to fill out an expense report with receipt before funds are reimburse
Not sure if something like this can be done in cases like a disaster ... but all the red tape is because of the fraud that goes on

One can only get reimbursement that way for money they already had to spend.
Personally, with all the millions involved, there was bound to be some fraud. We've heard a few examples, there are probably more, but the vast majority of people are what they say they are. The rest get caught, eventually. This audit caught them.
It's either criticism for being too fast with money or too slow, FEMA, and Bush, would be blamed either way.

I don't support the fraud but there were many more that didn't abuse the system than did and when you are without a home, food, shelter, etc you need immediate help. I think FEMA knew that there would be abuse and expected a certain percentage but decided the good out weighted the bad. JMO.
The question is is there a better method. Hopefully if there is they've got the system in place for the next go round be it hurricanes, earthquakes, floods or terrorist.
