There are two thresholds for PACs. If the expenditures/value exceeds $250, then they must file reports with the FEC. If the expenditures/value exceeds $1,000, then they must register as a PAC and file periodic reports.

On that site, you'll find not only the C&D letter, but also the FEC complaint. Pay particular attention to what is alleged by Bush in the FEC complaint.
