This is what the petition says:

WHEREAS, a truck bomb was detonated in front of the Murrah Federal Building in Oklahoma City, Oklahoma at 9:02 a.m. on April 19, 1995 that killed 171 Americans, including 19 children and 3 unborn children, and wounded over 800 others for which Timothy McVeigh was put to death in 2001, and co-conspirator Terry Nichols was later sentenced to life in prison without parole; and

WHEREAS, on or about June 8, 2006, Representative Henry Hyde, (R-Ill), gave wide-ranging authority to Congressman Dana Rohrabacher's Oversight and Investigations Subcommittee to conduct interviews, subpoena documents and subpoena witnesses related to the April 19, 1995 terrorist attack to determine whether those responsible for the bombing of the Oklahoma City federal building were assisted by any foreign individuals, groups or other sources in hearings tentatively scheduled for the fall of 2006; and

WHEREAS, Congressman Dana Rohrabacher publicly admitted that he conducted an extensive personal inquiry into the bombing, and admitted that convicted bomber and co-conspirator Terry Nichols' could have received support from Middle Eastern terrorists via his trips to the Philippines, for example, prior to April 19, 1995, and publicly admitted the existence of witnesses “who say they saw [convicted conspirator Timothy] McVeigh with Arabs in Oklahoma City;”; and

WHEREAS, investigative journalist Jayna Davis, former Oklahoma City investigative television reporter and author of The Third Terrorist, which is a written account based on her investigation into the 1995 bombing, obtained the sworn statements of 22 witnesses who can provide the evidence of a direct connection to Middle Eastern terrorists and submitted them to the FBI only to have them initially “lost” by the FBI, refused by the FBI, or otherwise not considered by the FBI, or permitted to be properly considered by any other congressional task force or investigative body; and

WHEREAS, in May 2005, Chicago lawyer David Schippers, a forty-five year practicing attorney and former federal prosecutor, and the former chief prosecutor for the 1998 impeachment trial of President Bill Clinton, conducted lengthy videotaped interviews with many of the above-referenced 22 witnesses featured in the extensive investigative work The Third Terrorist, written by investigative journalist Jayna Davis and stated that it is his professional legal opinion that he could obtain “a grand jury indictment against [at least one Middle Eastern suspect] with simply one day of testimony;

THEREFORE, the undersigned people of the United States call upon Congressman Dana Rohrabacher, or the current chair of the Oversight and Investigations Subcommittee to heed the suggestion of retired FBI Special Agent Danny Coulson to appoint an experienced federal prosecutor and to seat a federal grand jury to look into a Middle Eastern connection to the Oklahoma City bombing. The Grand Jury investigation should focus solely upon the evidence of Islamic complicity in the heartland attack as documented in the Investigative work The Third Terrorist.

Furthermore, we the undersigned people of the United States call for the declassification and public release of all investigative reports and prior warnings issued by the Congressional Task Force on Terrorism and Unconventional Warfare that relate to the 1995 bombing of the Alfred P. Murrah building.

We, the people, also call upon our elected representatives to investigate official government malfeasance, including but not limited to the suppression of evidence by any state or federal government employee or agency, and take the appropriate action under the law against any such agency or individual.

We, the people of the United States call upon our elected representatives to do what is right and proper for the victims and their families of the terrorist attack of April 19, 1995 in Oklahoma City, Oklahoma.

Copies of this petition will be delivered to each member of the U.S. House of Representatives, the Office of the U.S. Attorney General, U.S. Representative Henry Hyde or his successor, and Congressman Dana Rohrabacher or his successor, within 45 days of or prior to the commencement of the hearings on this matter.
