Yes, all the more egregious that they are not only medaling in the (legal) exchange of ideas, but also peoples livelihood.
If they want to cast condemnation on the book -- fine! But attempting to ban a book -- a popular best seller, at that -- that they find unpalatable; is unacceptable behaver from public officials, whom should know better, but apparently don't.
