It takes many years to earn the trust of these people and unless they know that we will not cut and run, an action which will get them killed or worse should they cooperate with us, they will not be all that excited about helping us. If they can now turn in the terrorists without as much fear of reprisal, they'll work with us because it will mean a better life for them.
