The Times is characterizing the context of this Democrat's remarks and not quoting him fully and in context. Note the story's actual words:
"This is just to cover Bush's [rear] so he doesn't have to answer" for Iraqi civilians being killed by the U.S. military and his own sagging poll numbers, said Rep. Pete Stark, California Democrat. "Iraq is still a mess -- get out."
As you can see, the words: for Iraqi civilians being killed by the U.S. military and his own sagging poll numbers are not in quotes. I am concerned that the full quote be discovered. I imagine the Times is making a fair characterization of much more carefully spun words by this loser.

Good point, I also suspect he may have used words that were more in his character than:

...for Iraqi civilians being killed by the U.S. military and his own sagging poll numbers.

These might have even more blatantly revealed his lunacy, and need to be disclosed. Stark is a loathsome cur. And a marvelously shining example of his ilk. I have only seen some personal injury lawyers behave in such a mannerless way.
