WASHINGTON (AP) -- The federal government should guarantee that all Americans have basic health insurance coverage, says a committee set up by Congress to find out what people want when it comes to health care.
"Assuring health care is a shared social responsibility," says the interim report of the Citizens' Health Care Working Group, a 14-member committee that went to 50 communities and heard from 23,000 people.
The committee describes its recommendations as a framework. The recommendations don't say who would pay for universal health coverage or how much it would cost. The concept of government-guaranteed coverage runs counter to the Bush administration's position that consumers should bear more responsibility for their initial medical expenses.

I'm glad we have our Constitution, but as you point out, it's effectiveness is limited by the integrity of the people to whom it is entrusted.
But think how much hay they eat. And in bad drought years, you have to go further to get hay and you have to pay more for it. Then you have to actually drive there and get it, but first you have to rent a bigger truck to haul it in.
And where is this pony going to live? Can't have him inside the city limits. You'll have to lease some space on somebody's ranch. Do you know anyone with a ranch who will rent you a little pony pasture for less than your allowance is?
Will you take the time every day to drive over to your pony space and feed him his hay and fill his water bucket, and comb his hair and braid his mane and tail? Will you rent a pony trailer to take him to the vet when he needs his shots? Vets don't make house calls on your allowance money.
I could go on, but I haven't gotten that speech in many years - since I used to get an allowance. Well, I still do - but it doesn't go as far now.
Be careful what you wish for.
You could get a job at Blue Bell Ice Cream, at the little creamery in Brenham, TX - then you could "eat all you want and sell the rest."

Yep, me too. These folks allegedly were completely uninsured at this point, and clearly haven't a clue as to what insurance costs.
