They had a primary back in March - Busby won with 43%, Bilbray had 11% but beat out the other Republican candidates. The top vote getters in each party advanced to the runoff today. The reunoff is to fill Cunningham's seat through 2006.
The primary today is for the 2007-8 term - Bilbray and Busby are winning handily. We'll have a rerun in november.

So in San Diego are they voting for him twice? In other words, is one part of the ballot for the GOP nomination and then his name appears again in the Run-OFF?
Weird. He is in a 4 way race for the run off where about 4.5% is going to a Minuteman candidate...those votes would go to Brian most likely.
However, in the primary Busby is only opposed by one Democratic challenger. Brian, meanwhile, is opposed by 9 other Republicans. Right now Brian only has 54% of the Republican support but would garner most all of it in the November election.

Thanks, that explains it. The primary is for the next term beginning in 2007, while the special election is to fill the seat for the rest of 2006. Go Bilbray Go!

I would hope so. That is the way I understand it.
In Oklahoma we do things differently. The top 2 party candidates only, are in a "runoff" election. If we start out with more than 2, they are whittled down to the most popular 2 in a "primary" election.

It was close enough in Washington State, for our Governor's election in 2004, for the rats to steal it. Admittedly, however, the "first" final count (before the hand recount)was closer than this.

How, EXACTLY, did that go down? I heard, Election Night, that the Republican had won, then I heard there were to be recounts. Finally, several days later, I heard the Democrat had won! No explanation as to what had happened---nothing. I was stunned.
