The Marines have done a lot of this stuff. They started worrying about fuel supplies prior to OIF kicking off so somebody open purchased a bunch of jerry can racks which they mounted on their humvees. A rotary wing community didn't like the idea of flying into combat with only sidearms so they installed brackets in the cockpit to hold an M-4 for each of the crew, then they asked for permission.

I figured it was a 10 foot long apparatus attached to the roof like a battering ram. Guess I was way off.

4-5 years of stateside testing, contract to major defense contractor, 2 years more for roll out, 5 day class for qualified user, final cost $60-70thousand per vehicle.
