That's a government agency. So a UK government agency forbids the display of the national colors due to fear of the turban turners. No wonder the goat fu*kers think they can conquer even if they do function as though they were living in the 7th century.
It's a little wired but, while England is considered a country, we are not talking about the national flag of the United Kingdom of Great Britain, but rather the red cross on a white background flag of England. For the US, it's more like a state flag, and remember the fuss here over state flags that included the Confederate Battle Flag.
