That's right and a pollero can get a (Chinese) bolt-cutter for about $10.00. A `cyclone' chain-link fence only slows them down for a minute or two.
If you recall photos of the steel-panel fences along the San Diego border, they had ridges pressed into them, for strength I suppose. But the ridges ran horizontally and made perfect steps.
All you need to scale a wall is a ladder, so the need for sensors and a `quick response' BP, backed by the Guard. If they are able to scale the wall, the we start talking about razor-wire and other deterrents.
But the invasion should then slow to a `trickle', the polleros will find other work when their `clients' ar frustrated, and we will then be able to say our border is secure from our "friends and neighbors".
