Actually, the sharp-pointed lightening rods would DECREASE the probablility of a lightning strike. The large voltage difference between cloud and earth is reduced by charges (induced by the cloud) which leak off the sharp point and reduce the charge build-up which causes the lightning-bolt.
That's why they are used.

However one goes about attracting lightning... A Southern border protected by bolts of lightning from the Heavens would be very impressive. :-)
