The guy's pulling in threads of various ineffective arguments and is trying to sew together something to cover his ass.
It's not working, but I'm sure he feels that this whole thing is justified "because there are more people in LA."
Doesn't that seem to be the feeling? They have the same beliefs about taking water from wherever they can--to hell with the people who live in the place from which they "obtain" the water! To hell with those who live in the place in which they want to dump their sh*t!
THE LA ATTITUDE: "We need the water, so it is ours: We need the space for our poop, so it is ours. There are more of us in LA than there are of you, so screw you."
