this is so stupid, but if you know how budgets work in the real world you would know that they do not go up by a given percentage every year automatically like in government
imagine if you ran a fire station
you would not have to spend the same money every year
you may pay the same salaries every year but you would not have to buy new fire trucks every year so the buget should rise and fall
well that is how it works in the real world
but how it works in congress is every year they increase a budget by say 7% then if Bush says no we are only going to need an increase of 4% this year the dems cry wahhhhh he cut the budget by 3%
not true the budget INCREASED 4%
What I want to know is why they kept their bloody yaps shut when the money was being spent on things like diversity programs and air conditioners.
