It IS a done deal. It always WAS a done deal. Both the Senate (who wrote the Amnesty bill) and the House (who wrote the Wall bill) knew this was coming from the beginning.

Want the Wall? Get Amnesty. End of story. Like love'n'marriage, can't have one without the other....

We are going to get Amnesty and Guest Worker/voters whether the Congresses passes it or not. We have it now de facto if not de jure.

This kind of thing is what pushes people too far. People who have always been republicans but then abandon the party, people who have somewhat followed politics and then give up, etc. This is too too serious of a problem to just be excepted. And it is hard to believe that those in Washington who are doing it, don't know it.

Much ado about nothing.

And, in my view this NOT a "done deal". Far from it, I believe a harmonized bill will never emerge from conference. This immigration package is desstined to die there and be buried without pomp in the middle of the night. It has served it's purpose.

These "alarming" hiring actions? Nothing but good management and contingency planning.

meaning he won't sign off on strict border and interior enforcement of immigration laws unless they come with the Guest Workers amnesty

He hasn't "not" signed any bill put in front of him yet (that I can think of)

Wait a minute. A few days ago, the Washington Times reported that the Senate bill was dead because of its unconstitutional revenue-enhancing provision, which can ONLY be initiated in the House. The House was going to "blue-slip" it, sending back to the Senate, where it would die without this provision.

Why has this bill suddenly gotten new life?

Theory is: Bush has already made a deal with the Dems. If amnesty (whatever they call it) doesn't get passed, they will simply issue massive numbers of green cards to the illegals. Thusly, by default, they become legals.

We'll get the amnesty, but the wall will be indefinitely delayed and defunded. Just like the strict enforcement in 1986.

Okay...I'll play devil's advocate (good day for it, LOL)...

1) The article clearly states that the appropriations for this had to have been funded months ago by Congress. A GAO report that outlines the problem was issued in November 2005, which also references a 2001 report that provides solutions for the backlog. IOW, eliminating the backlog has been an on-going process for 5 years, with appropriations having been increased each year since 2001 to eliminate the backlog. A copy of the Nov 2005 report can be found here

2) Bush said he would solve the backlog problem, looks like he is.

3) Faster in-processing of legal immigrants will prevent the temptation to sneak in illegally out of frustration with the system.

4) We cannot deport them all, even if we could find them, it is not economically feasible. Some are going to have to be put in a guest worker program and we will need extra officers to do that. Here is what Bush proposed:

These people will be checked out for criminal backgrounds and verifiable employment and those employers would have to certify that they have made a good faith effort to find Americans to fill those jobs. Furthermore, the employer would be required to conform to all labor standards, including minimum wage requirements and equal pay standards. Fines for employers employing anyone that has not applied would be increased. We need extra workers to process these people. Fines would be paid by the applicants...those entering legally from outside would not be subject to those fines. There would be a renewable 3 year limit, but the total time in this country could not exceed 6 years. After that, they must reapply from outside. Applicants using this plan would be placed behind those who enter legally when being considered for citizenship. He also proposed working with other other countries to allow applicants to receive credit in their own nations' retirement systems and create tax-preferred savings accounts they can collect when they return to their native countries, which will give them an incentive to go back home.

While I would also add a provision of "no anchor babies",this guest worker program ain't nearly as bad as people are making it out to be.
