Until 9/11 no one really paid a lot of attention of radical Islam or Islam itself.

Different time, different priorities. If you remember the bombing of Libya, you know that Reagan hardly failed to stand up to terrorism. After all, he was swept into office, in part, on the basis of Carter's weak response to Iranian terrorists.
