This is what Hillary and gang started screaming for, the minute the 2004 election was over...right??
The state legislature passed this?? This doesn't have to be a referendum that the people of California can vote on??
Also, since this is a Republic of states....how can a state just IGNORE a Constitutional law, without seceding??
I have a feeling this will end up at the SCOTUS before it is ever implemented.
Oh, I have no doubts if Arnold signs it that it'll end up in the Supreme Court -- it's illegal for states to make pacts with other states, but that is the intent here.
