Swiss Drug Policy Both Switzerland and The Netherlands have harm reduction programs which aren't really decriminalization. Addicts are self supporting because they have to be. If your drug addiction causes you to be a danger to yourself or society you must seek treatment or they will lock you up. They offer treatment and help to get you in shape to hold down a job, but you can't just kick back and get free drugs.
Both countries are tougher on organized crime than we are. They don't tolerate drug gangs fighting over turf. Law enforcement is used where it does the most good, and the heroin supplied to addicts is pure and cheap. Drug cartels can't make money pushing dope in those countries.
