Interesting you should mention this. I have a dear friend (now retired) whose job it was to 'verify' by audit the enormous U.S. foreign aid funds TO EGYPT with which Carter BOUGHT that agreement. She said it was the most corrupt foreign aid program she ever audited and the government of EGYPT was so scared they would publicly report the corruption that she and her team had to travel in armored vehicle from the hotel to the Egyptian government offices where they conducted the audit. Carter is the worst kind - a phony through and through.
You forgot to mention that we have been training soldiers in those two countries to be force multipliers.
