Sorry about this, but Ron Fournier is the former editor of Congressionl Quarterly and has a superb record of handicapping political races!
I don't know about him being the editor of the Congressional Quarterly. I do know Fournier was the reporter who covered Clinton in Arkansas, and when Clinton was elected somehow magically got promoted to AP's White House reporter. He's not exactly a dispassionate reader of polls.
