It's hard to see the moral absolute there. Perhaps you can.
I can pretty easily place most, and maybe all, assisted suicide into "wrong under any circumstance" category. But I think there can be times when dying sooner voluntarily might be the best choice if all your options are horrible.
I'm not familiar with the work, so I can't much comment. If the situation your describing is one where individuals are being driven to suicide by the malice of others, the moral culpability is on the hands of those doing the driving.
The original article was about the suicide industry in Switzerland. I haven't heard of any systematic torture or murder campaigns being conducted there.
