A million dollar home owner may only pay $4-5K for insurance, but your $150K home has a premium of $3K. Based on both square footage and replacement cost of a home, the big expensive home owners pay far, far less than they should in insurance. The average homeowner subsidizes the expensive home owner's insurance. And rates are supposed to almost double again, so expect your $3K premium to be $5-6K next year, plus any increases from the increase in your proerty value. And now they are adding a 1% tax to these premiums.

The government has no business being in the insurance augmention industry.

So people will pay the tax and forego the insurance. From their point of view, they'll get more from the tax than they will see from their insurance if they get hit by a hurricane.
