No it would not!
So many people now drive with the bare minimum of insurance and so you would have to make a law that says you have to have "mandatory" ins.
Many states have had mandatory ins. for years. Started here around 30 ago.
Most people I know have bare minimum + uninsured, unless they have a newer car. Rates are so ridiculously high out here that only those with really nice cars want comprehensive.
