The Cato Institute parrots the WSJ's propaganda on open borders and is not credible. Consider that Mexico has a much higher birth rate than most countries. In 1940 there were only 20 million people living in Mexico. Their population has increased over five times in only 60 years. Factor in the high birth rate and also illegal immigration from other Central American countries and you get a better, albeit unfortunate, picture.
