It all depends on just what do you mean "comprehensive".
If you mean we can haggle and haggle and haggle, appoint a commission, haggle some more and then wrap it up with a bow after a few years, then NO!
If you mean we start moving YESTERDAY to build a barrier were we need to and to bolster the human resources everywhere else, and after that work is well under way, only THEN do we start to debate what to do with everyone who got past where the fence is, well yes, I guess I am "in favor" of a comprehensive solution.
