Here's what the UN Charter says about the Secretary-General:

Article 97

The Secretariat shall comprise a Secretary-General and such staff as the Organization may require. The Secretary-General shall be appointed by the General Assembly upon the recommendation of the Security Council. He shall be the chief administrative officer of the Organization.

Article 99

The Secretary-General may bring to the attention of the Security Council any matter which in his opinion may threaten the maintenance of international peace and security.

Article 100

1. In the performance of their duties the Secretary-General and the staff shall not seek or receive instructions from any government or from any other authority external to the Organization. They shall refrain from any action which might reflect on their position as international officials responsible only to the Organization.

2. Each Member of the United Nations undertakes to respect the exclusively international character of the responsibilities of the Secretary-General and the staff and not to seek to influence them in the discharge of their responsibilities.

What the hell? Half of this country dislike/hate the man. What percentage of the popular vote did he ever receive?
I just happen to be reading Barbara Olsen'e last book (that was published after her death on the Pentagon 911 plane) and it goes into how Clinton put that last straw on the camel's back with his feverish pardoning in the last days of his presidency. It was too much. Clinton was derided by EVERYONE, even the Loopy Left. Crikey, he pardoned terrorists!

I've known forever that the mainstream, liberal media.....especially print media.......worship at the altar of All Things Clinton, but this is unreal.

Watching the LA Times editorial board commit fellatio on Clinton in such a way is nothing short of disgusting. I'm convinced that they're a drooling bunch of undersexed, dweebish morons. This confirms it beyond a doubt.

I'm looking for the section of the UN Charter that prohibits such an appointment which I can't find and no one to this date has been able to provide but the claim stays out there.

I haven't found it either. Going by the excerpts of the articles I'm quoting from, it looks like they have few rules in place and most of their current "rules" are simply going by past procedures with nothing actually set in stone.

Background

Despite these far ranging responsibilities, the UN Charter provides minimal guidance on the process of selecting the UN's top diplomat, stating simply that "the Secretary-General shall be appointed by the General Assembly upon the recommendation of the Security Council."

There are no explicit criteria or qualifications for the post, including term limits or country of origin.  In practice, this has given the five permanent members of the Security Council (China, France, Russia, the United Kingdom and the United States) veto power over the selection process within the council since the UN's founding.

The General Assembly has had the theoretical power to override the council's selection by failing to give the recommended candidate the necessary majority vote; nonetheless, to date, the General Assembly has never rejected a candidate referred by the Security Council.

Due to a lack of official guidelines, some precedents have emerged over the years with respect to choosing the secretary-general. The post's tenure lasts either one or two terms of five years. The selection is based on a geographical rotation, and it is generally accepted that the secretary-general should not originate from one of the permanent five member states.

You're right. He never won a plurality: 42 or 43% in `92, 46 or 47% in `96. As I'm sure you know, Ross Perot gets the credit for that. And Willie's lucky he didn't do prison-time.

Hillary isn' taken seriously as a candidate by Demo-players (and `garden-variety' Dims). The usual problem for candidates is getting known. Her problem is that we know her all too well.

I finally got around to reading "Fighting Back" by Bill Sammon, and just read something I didn't know or had forgotten. During that beautiful prayer service and speech that President Bush held at the Nathional Cathedral three days after 9/11, Billy Jeff broke protical after Rev. Billy Graham spoke. As Rev. Graham was leaving the podium, ole Billy stood up and started clapping. There was to be no clapping and IF any clapping were to be had, it would/should have been the President who started it. BJ showed his sorry a$$ at the most solemn event in recent history. Make you want to gag.

I can see why you say so but during any campaign WJC would not be able to run away from his record. Just the pardons he dispensed are enough to take him down: the Puerto Rican terrorists, the Hasidic jews who bilked 40 MILLION dollars from the feds, a number of drug dealers and finally Marc Rich. No, Clinton is good, but he's not that good.

Apparently that was in error...it is a resolution based on an "understanding" that permanent members are not considered for that office...so I guess it could easily be set aside if all were in agreement against a veto.

This is quite a nightmare scenario and more possible than I had feared. Yikes.

Maybe so but I believe at least one of the big five would oppose his appointment. Back during the cold war era I think it would have been impossible for one of the big five to have someone serve. I guess things have changed somewhat in today's environment.
