How many times have you misdialed a number? All you would have to do is misdial a number that belongs to someone who had dialed a Muslim number, and is under watch. Or misdialed a number that was someone's who misdialed a Muslim number that was under watch.

They are looking for patterns. How many times does one misdial the same wrong number over a period of time?

They are looking for patterns.

The pattern being someone has called the number of a known suspected terrorist. One time is enough. Five seconds is enough time to pass coded information. If the program is to work at all, the presumption has to be the number was dialed deliberately.
