Are you saying that Republican members of congress can't win reelection unless they're lockstep with the President? Snow didn't say anything new in reference to the differences in what each side believe the definition of Amnesty is. The Senate immigration debate is more in line with a Pardon than Amnesty. Amnesty does not consist of any form of penalties for freedom where as a pardon is a forgiven conviction in which the debt to society has been mitigated or fulfilled.
